5.1 Leadership and commitment
ISO 45001:2018 Clause 5.1 is quite dictatorial in its requirements. However, it's nothing less than you expect all well run organizationals to be doing already, least of all because many countries will have their own health and safety legislation enforcing compliance...
Breakdown of ISO 45001:2018 Clause 5.1 requirements.
"Top management shall demonstrate leadership and commitment with respect to the OH&S management system by:"
The standards goes on to cover the following OH&S system disciplines...
a.the provision of a safe work environment, where the prevention of incidents, accidents, injuries and ill health is managed efficiently and effectively;
b.aligning the OH&S system policy and objectives with the strategic direction of the organization;
c.integrating OH&S system requirements with the organizations processes;
d.providing adequate resources to the continuing support of the OH&S system;
e.provide an environment where the importance of compliance to the OH&S is embraced, effective and communicated in a positive manner;
f.the OH&S system is effectiveness in meeting its intended purpose needs to be established and confirmed;
g.the OH&S system provides and environment where the contribution to its effectiveness is positively supported to all persons;
h.promotes continual improvement;
i.supports other relevant management roles;
j.provides and promotes a culture that supports the OH&S system;
k.provides a no blame incident, accident, risk and opportunity reporting mechanism (culture of improvement not blame);
l.has a system for communication where workers can consult and participate (see clause 5.4);
m.provides support for H&S committees (see clause 5.4).
Additional considerations...
•organisations should provide straightforward, dependable and consistent leadership;
•encourage both formal and informal OH&S involvement of the workforce;
•ensure a risk base approach to procedural controls;
•respond to serious accidents with appropriate measures and not unnecessarily reactively;
•think long-term, worker ill health can take many years to surface (for example, asbestosis).
